Social: a federated microblogging application (GoToSocial)

@tunda expressed their needs for a federated microblogging environment based on GoToSocial.

As a participant in the computational Common Allmende.io, I need to provide/use a federated microblogging application, in order to promote the use of federated social media to people who understand themselves as Commoning practicioners, e.g. from Commons Institut, Commons Summer School, Solawis etc.
