Deprecate .env file for Buildpack

The https://github.com/dokku/buildpack-nginx does not require the .env file anymore, .static is enough for triggering its build with Dokku.

This has been mocked on the generated sources with 0addbc2b and requests a removal of the file in static/ as well.
