Submission review process adjustments needed for Malmö

The Malmö conference needs an adjusted peer review process according to

• Only individual paper is set for review, but not the special session
  peer review is needed for all types of sessions: Special Sessions, Individual Papers, Poster Presentations, Participatory Sessions

We are asked to develop a proposal to implement this feature.

The divergence from the budapest codebase even suggest to split the platforms and redeploy the individual branches with independent databases,

• one stale for the legacy, archiving the assetts, and
• one for the moving codebase which assumingly breaks the display and workflows of the budapest site.
