Review notifications text to moderators and submitters

The current texts, provided via rules, are still not tuned.

Following needs to be done:

• Add links to view content and approve content
• Add correct section name token to subject/body
• Provides clear instructions for group administrators on where to approve content
• Provides clear instructions for submitters about the workflow

A difficulty in improving this is that the exported suggested_event.rules_default.inc uses some utf8 encoding of special characters with a lot of escapes in the message strings, making it difficult to edit.
