Plan

First draft, for discussion.

I'm going to start again being more consistent in moving VF forward, now that more experience has been had in the field, and there are some things needed by multiple projects. Plan is a relatively simple one (I think!), so I'm putting it out here so people can think and discuss while I work on Intent, which is more complex.

(Note the budget.ttl file got here because I forgot what branch I was on, but I left it because it is just a start to a discussion, and I used it as a link already, and it is just in the "in progress" folder. It will apply to Intent eventually. Sorry.)

(Also note that there are a few more docs that would need updating, like the UML model and table of contents, which I would rather do after there is some agreement on this.)
