transfer - experiment with POA

Trying this out: POA flagged on give and receive events. Will need to think of different names for some of this. I am using "availability" differently than others and I don't mean the same thing as we mean when we say some resource is available next week because we can see the commitments. And "ownership".... needs some discussion.....
