Make headings consistent for classes layers

Connor Turland requested to merge Connoropolous/valueflows:Connoropolous-master-patch-32859 into master

I propose to utilize the word "Planning" instead of "Plan" there, because there is a specific class called "Plan" which could confuse. Even though I realize that "Knowledge" and "Observation" are nouns not verbs, while "Planning" is a verb.
