Delete a recipient

As a volunteer at a food bank I want to be able to delete a recipient in order to handle only data that we need.

Acceptance Criteria

• I can delete a recipient
• I have to confirm my decision to delete a recipient
• I can only delete recipients registered with food banks I am volunteering with
• All way point templates connected with the recipient will be deleted as well
• All tours affected by the changes will be flagged for review
• Only volunteers with the roles of Owner, Manager or Recipient manager can delete recipients
