Feat: canonical tools

Jon Richter requested to merge feat/50-canonical-tools into dev

Reorganises the utils/ into opt/ as general place for external tooling.

  • opt/sops/ for encryption related actions
  • opt/sync/ for schema migrations

It also adds a local Docker Compose environment with a Directus container and predefined credentials, initialised with a local schema that was initially derived from nightly.

Documentation has been updated together with the implementation.
