Clean up and add to Action behavior properties

Breaking change.

We had some unclear naming that was confusing developers, and was in fact confusing, and also there were some extra artifacts in the rdf, even more confusing.

The change is basically to change resourceEffect in Action to accountingEffect. And some cleanup to the ttl file. [edit: removed some things that are no longer relevant to not cause confusion]
